Pascual, age 40, was under contract until the end of the upcoming season but now added two more years under the new agreement. Pascual is the only Spanish coach to win the Turkish Airlines Euroleague title in the last three decades, when he led Barcelona to lift the trophy in 2010, downing Olympiacos 86-68 in Paris, France. He was promoted to Barcelona's head coach spot in February 2008, replacing his former boss Dusko Ivanovic, and guided the team to the Spanish League finals. His four full seasons with the club have been very successful, winning trophies every year. He has led Barcelona to win three Spanish League titles in 2009, 2011 and 2012, lifted the Spanish King's Cup trophy in 2010 and 2011 and above all, helped the club to win its second continental crown in 2010. A press conference to explain the new agreement has been scheduled on September 28, as Barcelona will fight for its fourth consecutive Spanish Supercup title in Zaragoza this weekend.

Court in butler case says some evidence to be reserved for pope

VATICAN CITY (Reuters) - The court trying Pope Benedict's former butler on charges of aggravated theft ruled on Saturday that the results of a sensitive separate investigation carried out by cardinals for the pope will not be admitted as trial evidence.

At the first hearing of the long-awaiting trial of Paolo Gabriele, charged with stealing and leaking sensitive papal documents alleging corruption in the Vatican, the court rejected a defense request to include the cardinals' probe.

It ruled that the trial will be based only on an investigation by a Vatican prosecutor and Vatican police.

Gabriele, wearing a light grey suit and looking pale but smiling often, did not speak at the first session. He is expected to testify when the trial resumes on October 2.

Huge X-Wing-Like Cargo Ship Undocks from Space Station

An unmanned European cargo ship the size of a double-decker bus undocked from the International Space Station Friday (Sept. 28), ending a six-month delivery flight to the orbiting lab.

The robotic Automated Transfer Vehicle 3 (ATV-3), with its four X-wing-like solar arrays unfurled, cast off from the space station Friday as the two spacecraft sailed 255 miles (410 kilometers) over western Kazakhstan in Asia. The cargo ship's undocking occurred at 5:44 p.m. EDT (2144 GMT).

The space departure occurred three days later than planned due to delays, first by a computer glitch and later by space junk near the space station.

But Friday, the ATV-3 spacecraft, which is named the Edoardo Almadi after the famed late Italian physicist of the same name, made a flawless departure from the station. It will spend the next few days orbiting Earth before being intentionally destroyed on Tuesday (Oct. 3) by burning up in Earth's atmosphereover the Pacific Ocean. "Today, everything has worked to perfection," NASA spokesman Rob Navias said during the agency's live broadcast of the undocking.

The ATV-3 spacecraft was built by the European Space Agency and delivered 7.2 tons of food, water and other vital supplies to astronauts aboard the International Space Station when it launched in March from a South American spaceport in Kourou, French Guiana. The ATV-3 spent 184 linked to the space station before being packed with trash and other unneeded items for its eventual fiery demise in Earth's atmosphere.?

The ATV-3 is ESA's third unmanned cargo ship mission to visit the space station, which is also supplied by robotic cargo ships from Japan and Russia. In the United States, NASA has contracted two companies ? SpaceX of Hawthorne, Calif., and Virginia-based Orbital Sciences Corp. ? to provide unmanned cargo delivery flights to the station. The ATV craft are huge cylinders 32 feet long (10 meters) and nearly 15 feet wide (4.5 m) and may be visible by observers on Earth as a bright moving light in the night sky, weather permitting. The ATV-3, like the International Space Station, can be spotted if you know where to look.

Google can't enforce German Microsoft injunction: ruling

SAN FRANCISCO (Reuters) - A U.S. appeals court on Friday ruled that Google Inc's Motorola Mobility unit cannot enforce a patent injunction that it obtained against Microsoft Corp in Germany, diminishing Google's leverage in the ongoing smartphone patent wars.

The injunction would have barred Microsoft from "offering, marketing, using or importing or possessing" in Germany some products including the Xbox 360 and certain Windows software.

The ruling against the German injunction came from the 9th U.S. Circuit Court of Appeals in San Francisco.

Microsoft deputy general counsel David Howard said the company was pleased with the ruling. A representative for Google's Motorola unit declined to comment.

Brian Love, a professor at Santa Clara Law school in Silicon Valley, said the decision helps Microsoft counteract a favorable dynamic for Google in Germany.

"To some extent Germany has a reputation as place you can go and get an injunction relatively easy," Love said.

The current Xbox 360 is the market-leading console in the United States. Microsoft is expected to unveil its next generation Xbox video game console in 2013.

Microsoft has said that Motorola's patents are standard, essential parts of its software and that Motorola is asking far too much in royalties for their use. Google closed on its $12.5 billion Motorola Mobility acquisition this year.

Microsoft sued Motorola in the United States in 2010, and Motorola then filed a lawsuit in Germany. Earlier this year, Microsoft announced plans to move its European distribution center to the Netherlands from Germany ahead of a possible injunction.

After a court in Mannheim issued the sales ban, U.S. District Judge James Robart in Seattle granted Microsoft's request to put the German order on hold earlier this year. According to Robart, the ruling would remain in effect until he could determine whether Motorola could appropriately seek a sales ban based on its standard essential patents.

In its ruling on Friday, a three-judge 9th Circuit unanimously upheld Robart's order. Since Microsoft had already brought a lawsuit against Motorola for breach of contract in the United States, U.S. courts have the power to put the German injunction on hold, the 9th Circuit said.

"At bottom, this case is a private dispute under Washington state contract law between two U.S. corporations," the court ruled.

European regulators are investigating claims that Motorola over-charged Microsoft and Apple Inc for use of its patents in their products and thereby breached antitrust rules.

The case in the 9th Circuit is Microsoft Corporation vs. Motorola Inc, Motorola Mobility Inc and General Instrument Corporation, 12-35352.

'Transient electronics' melt away in the body

Many of us may fret about losing our electronic gadgets. John A. Rogers, a professor of materials science and engineering at the University of Illinois at Urbana-Champaign, is working to build electronic devices that vanish on purpose.

In a study published this week in the journal Science, Rogers and colleagues described how they assembled a toolbox of tiny biodegradable components made of silicon, magnesium and silk that can completely dissolve in the body. In a conversation with The Times, Rogers explained the virtues of such "transient electronics" ? and why someday you might want your smartphone to disappear too.

What do you mean by "transient electronics"?

It is a new kind of electronics whose characteristic feature is that it physically disappears over time in an engineered, controlled, programmable way. The materials dissolve in water or in biofluids and yield a biocompatible end product. As a result a number of new, interesting application opportunities open up.

Like what?

Like a biomedical implant that's designed to either diagnose or treat an internal wound ? and then simply disappear so you don't have to go back in and fish it out.

How do you make electronics dissolve?

You have to go back and look at all the different components that are required to build an electronic circuit ? such as semiconductors, conducting materials, and substrate materials ? and then find materials that are transient and can also work well together to yield high-performance electronic properties. We wound up with a complete palette of materials that allow us to do sophisticated things, in which all of the constituents will completely dissolve in water or biofluids.

And these are made of silicon, magnesium and silk?

Yes. Silicon is the semiconductor material, and it is interesting because it is the platform material for the vast majority of electronics that are out there today. It's also interesting because even though it has only a very modest dissolution rate in water and biofluids, the way that we use it ? in ultra-thin sheets ? it will completely dissolve. The end product of that dissolution is silicic acid, which is a well-known nutritional supplement, so we think the prospects for long-term biocompatibility are very good.

What does magnesium replace in the circuit?

Copper or aluminum ? it is the conductor. Its conductivity is not quite as good as copper's, so you take a slight hit there, but it's water-soluble. It is also a common ingredient in multivitamin tablets, so it's another type of material that's good for circuits and probably not bad for the body.

And the silicon and magnesium components are embedded in the silk?

Yes. Our collaborators at Tufts University have figured out how to take silkworm cocoons, purify the material, and make coatings and packages out of it. Silk is water-soluble.

The other key aspect about it is that you can control its dissolution rate by controlling its degree of crystallinity. You can immerse it in water or biofluids for up to a year without completely dissolving it. So we can use it as a package to encapsulate the circuits.

What can these circuits do?

In our Science paper, we describe a device designed to mitigate the effects of surgical site infections. These turn out to be one of the leading causes of readmission into the hospital after a surgical procedure. A lot of bacteria these days are antibiotic-resistant, so it's more and more difficult to treat them with drugs. We would like to treat them with transient electronics in the form of a kind of applique that goes into the body at the site of the surgery just before the patient is sewn up. It heats the site of the surgery about 5 degrees centigrade ? a change in temperature that is sufficient to kill bacteria.

We control the silk properties in the package to last about two weeks. That turns out to be the most critical period of risk for a surgical site. After that point, in most cases the wound is healed, and the device is no longer needed. It just disappears completely into the body.

How does the device get power?

Wirelessly. The device has a special antenna built into it, and we can expose it to radio-frequency radiation from an external source through the skin. That energy can power the heater device.

Philippine ivory probe team blocked from church

AFP - Philippine authorities looking for religious statues made from "blood" ivory were prevented from entering a church where the banned items were allegedly kept, a government investigator said on Saturday.

A joint team from the Justice Department's investigation bureau and the Environment Department were denied entry to the Shrine of the Black Nazarene in the central island of Cebu when they visited on Friday, a member said.

Security guards at the shrine, set up by a priest allegedly linked to the illegal smuggling of ivory, told investigators they would have to speak to the priest's lawyers first, said Eddie Llamedo, an Environment Department spokesman.

He conceded the team did not have a search warrant at the time an d would have to obtain the proper legal papers, possibly giving suspects time to conceal any ivory items.

Asked about the incident, Cebu archdiocese spokesman Monsignor Achilles Dakay said "the lawyers are taking care of that. We will be cooperating (with authorities) but we have church lawyers".

The shrine is maintained by Monsignor Cristobal Garcia, a priest named in a National Geographic article as giving advice on how to smuggle ivory and naming carvers who would turn it into statues.

The article has touched off a nationwide investigation into the smuggling of ivory, and particularly its use in making religious statues in this largely Roman Catholic country.

Philippine authorities on Friday said they had launched a nationwide investigation into Catholic devotees collecting religious figures made of ivory smuggled from Africa.

The probe, initially focused primarily on Garcia, has become an investigation into other owners of ivory figures, amid concerns the trade is extensive, said National Bureau of Investigation's environment division Sixto Comia.

After the National Geographic article was published, the Catholic Church revealed he had been suspended in June after the Vatican began an investigation into allegations he sexually abused children three decades ago.

Garcia, who himself is known to have a large collection of ivory statues, has been sick and confined to a hospital, keeping him out of the public eye.

Catholic statues have for centuries been made with ivory, but the church now officially condemns the practice in a bid to prevent the slaughter of elephants for their tusks.

Importing ivory has been banned in the Philippines since 1981. The maximum penalty for possessing illegal ivory is four years in jail.

Liberal Legal Internationalism: A History (and Present) of Double ...

In late August 2012, Archbishop Desmond Tutu pulled out of the Discovery Invest Leadership Summit in Johannesburg to which he was scheduled to attend as an invited speaker. The prod for his 11th hour withdrawal was the likely (and eventual) participation of former British Prime Minister Tony Blair who was also slated to speak at the same event. With a mix of contrition and conscientiousness, Tutu declared his unwillingness to share the stage with an individual responsible for spearheading an invasion that ?destabilised and polarised the world a greater extent than any other conflict in history.?[i]

Hyperbole aside, the full version of Tutu?s statement stresses several points regarding the double-standards of international law that even a casual observer is surely all-too familiar with:

?On what grounds do we decide that Robert Mugabe should go the International Criminal Court, Tony Blair should join the international speakers? circuit, bin Laden should be assassinated, but Iraq should be invaded, not because it possesses weapons of mass destruction, as Mr Bush?s chief supporter, Mr Blair, confessed last week, but in order to get rid of Saddam Hussein?

?in a consistent world, those responsible for this suffering and loss of life should be treading the same path as some of their African and Asian peers who have been made to answer for their actions in the Hague.? [ii]

With the key pretext for the invasion of Iraq nowhere to be found, Blair has placed much stock in the overthrow of former Iraqi President Saddam Hussein as a type of ex-post-facto vindication of the assault: ?Hussein?s slaughter of his political opponents, the treatment of the Marsh Arabs and the systematic torture of his people make the case for removing him morally strong.?[iii] While he does not disavow the seemingly calculated canard of weapons of mass destruction ? ?the basis of action was as stated at the time? ? Blair does again seek to highlight the prospective value of the invasion ? ?I would also point out that despite the problems, Iraq today has an economy three times or more in size?[iv] ? as cover for the disturbing state of the nation which, after a decade of UN sanctions and a protracted British-American occupation, is looking more like Mesopotamia than it did when the British last saw fit to occupy the region.

Upon closer examination, the dust-up between Tutu and Blair provides a window into competing perceptions of the purpose and practice of international law. Their contrasting viewpoints, I suggest in this brief article, are borne of the distinct trajectories international law has taken for the First and Third World respectively. They also transcend a variety of jurisprudential trends observable across the history of international law.

Pursuing Universal Morality(ies) Through International Law

With colonial ambitions as compass, burgeoning European powers set forth to conquer much of the New World. Until that point, historical mandates for conquest were drawn from the Pope who, as divine vicegerent, commanded authority over the entirety of God?s kingdom including the lands of believers and heretics alike. In the 16th century, however, a Catholic theologian and jurist of minor fame challenged the alleged universality of papal authority, restricting the Pope?s jurisdiction to Christian lands. He then set about developing a new system to mediate the colonial encounter and the novel legal problems that arose as a result: who or, more to the tone of the time, what were the Indians? Did they possess rights? Could they own land? Were they sovereign?[v]

Answers to these questions, Antony Anghie explains, laid the groundwork for jus gentium or the law of nations. Exhibiting forms of social organisation caused Vitoria to conclude that the Indians were in possession of reason, binding them to a hitherto unknown ? but all-knowing ? universal system of natural law. Like the Spaniards now engaging them, the Indians could avail themselves of the rights to travel, sojourn and proselytise, as far away as Granada if they fancied. Nor should they anticipate any obstruction from their hypothetical hosts if they made their way to Spanish shores for, in addition to a negative duty not to interfere with the avowal of these rights, both Indians and Spaniards alike were bound by a positive duty to bring non-conforming societies in line with their mutual obligations. In practice, this meant that societies who resisted either settlement or conversion were, in Vitoria?s language, subject to war, captivity, enslavement and death.[vi] The inability of the Indians to avail themselves of any of these rights and the actuality of Spanish colonial ambitions and efforts were, it seemed, of little consequence. As equal members of the law of nations, they too could do unto the Spaniards as the Spaniards were doing unto them and this possibility alone was sufficient.

Equality, however, only went so far. On the question of sovereignty ? were they Indians sovereign? ? Vitoria reverts to the doctrinal Christian supremacist starting point he began by challenging. He argued that sovereignty was dependent on two additional rights: the right to wage a just war and to acquire title. With tautological vigour, Vitoria concluded that only Christians could wage a just war ?otherwise even Turks and Saracens might wage just wars against Christians, for they think they are thus rendering God service?,[vii] paving the way for the lawful annexation of Indian lands. Within this particular manifestation of the law of nations, European political subjectivity stood as universal moral objectivity.

We observe similar effusions toward the natural law based character of international law in statements by Tutu and Blair, as well as inferences about the universal validity of European morality from the former prime minister specifically. While Tutu condemns ?[t]he immorality of the United States and Great Britain?s decision to invade Iraq in 2003, premised on the lie that Iraq possessed weapons of mass destruction?,[viii] Blair defends his action with equal moralistic bravado: ??[Hussein?s actions] make the case for removing him morally strong.?[ix] Nor was this the first time Blair flashed universal morality in support of his position. In 2003, appearing before the American Congress to make the case for the invasion, Blair described the ?fight? as one not for ?Western values? but ?universal values of the human spirit?.[x]

We see both men utilising notions of morality to make their respective cases. While their religious credentials may help explain this inclination ? Tutu is a retired Anglican bishop and Blair a born-again Catholic ? Vitoria?s reasoning confirms that international law has long been steeped in ethnocentric moral aspirations. To Vitoria, to the extent the Indians possessed reason, they fell within the ambit of jus gentium. However, to the extent they were not Christians and might resist becoming so, they fell outside the sovereigntist embrace and were thus deserving of untold viciousness. Two centuries later, Robert Ward, a British jurist and member of the House of Commons, while recognising an assortment of laws of nations among varied civilisations, hastened to deny to all but the European articulation the legitimacy of law.[xi] Ignorance, ignominy and barbarity among non-Europeans, he declared, was the basis of their exclusion. Drawing upon a rich tradition, Blair makes similar claims, seemingly indifferent to the many moralities opposed to both the specific action as well as the general sense of entitlement upon which the former was based. In international law, some moralities consistently appear more equal than others.

From Moral to Instrumental

Neither Tutu nor Blair ends there, however, with each drawing upon the positivist strand of international legal reasoning to further buttress their claims. Tutu, for his part, bemoans the double standards of the International Criminal Court, calling for zeal of the variety displayed toward Charles Taylor, Joseph Kony, Saif Qaddafi and sundry Africans, this time in the investigation and prosecution of Blair. Consistency is a critical characteristic of a legal framework, promoting greater compliance and deeper confidence ? or compliance through confidence ? in the relevant law(s). Indeed, from a positivist perspective, all who fall within the law?s jurisdiction are equally subject to the law?s application.

Blair, too, seems equally moved by positivist reasoning, albeit for entirely different reasons. He initially defends himself by restating his belief in the case that was made about the presence of weapons of mass destruction on Iraqi soil: ?to repeat the old canard that we lied about the intelligence is completely wrong as every single independent analysis of the evidence has shown.? While he follows with the moral argument discussed above, he returns to the allegation of his supposed deception once more: ?But the basis of action was as stated at the time.?[xii] The phrasing of this last sentence is most revealing, reiterating his belief ? at that time ? in the evidence presented (and since disproved).

From a criminal law vantage point, the burden of proof that dominates in most Western legal systems ? and by extension in the international legal regime ? is reasonable doubt. In practice, this means that a defendant need only raise reasonable doubt to defeat a charge presented against them. As is often the case in rape, perjury or fraud trials, one of the more common defences is the sincerity claim: at the time, I genuinely believed that she consented, that I was using my own credit card or that the evidence presented to the UN Security Council about mobile laboratories and Nigerian yellow cake was authentic.[xiii]

While geo-politics form the core of international legal happenings, due to the contributions of John Austin and other 19th century legal thinkers, international law is also denoted by a positivist streak.[xiv] Positivism is a clever way of eliciting buy-in in a community of equally sovereign states. This is an important distinction with national legal systems: while compliance can be compelled domestically, enforcement is clearly problematic in the international realm. The doctrine of voluntarism was conceived to sidestep this particularity, encouraging states to sign on voluntarily while committing to respecting a refusal to do so. The positivist strand has triggered the proliferation of tribunals and courts in the last decade as more and more states come to favour the consistency quality that can be drawn from ? or read into ? the majesty of The Hague and other international criminal legal institutions.

While his comrade-in-ideology, former American President George Bush Jr, may be secure ? the United States is not party to the Statute of the International Criminal Court, effectively inoculating him from its jurisdiction ? the situation for Blair is a little more precarious as the United Kingdom is a fervent supporter of the institution. Blair is fully aware that should the winds of global power shift unfavourably (read BRIC), then gaol may no longer be such an unlikely destination, hence the claim made ad nauseam that the basis of the action was as stated at the time. Of course, a quick glance at the prosecutorial practices of the ICC or of special tribunals in general reveals that since the days of Nuremberg, not a single European has ever been brought before an international court for countless violations of international law, international humanitarian law, international criminal law and the Geneva Conventions committed against the Third World during the postcolonial period. With this partiality as backdrop, I presume Blair is unlikely to interrupt his speaker schedule over Tutu?s beckoning.

What?s Good for the Gander?

A final statement by Blair can be explained through the pragmatist strand of international law that emerged during the neoliberal era.[xv] While Tutu admonishes Blair for immorality, global polarisation, suffering and loss of life, the former primer minister hits back by highlighting improvements to the Iraqi economy and increased foreign investment. In this instance, Blair is applying the pragmatist strand seeking to counter-balance, perhaps offset, the human toll with allusions to economic growth. Of course, to the Third World, the links between political and economic rights have always been self-evident but to have them made in such uncouth tones is unlikely to appease any of the wretched of the earth.[xvi]

There is little doubt that the Iraqi economy has grown between 2003 and 2012. What Blair leaves out, however, including a decade of crippling economic sanctions and a bombing campaign (shock and awe) that annihilated whatever remained of social institutions, infrastructure and industry developed during the 60s, 70s and 80s, is potentially of relevance in the accuracy and validity of his claim. There is more. Queer in its own regard, the presumptuousness and ethno-chauvinism inherent in Blair?s balancing act has unfortunate but palpable roots in international law. Whether Francisco de Vitoria, Lord Coke, Justice Marshall, Bush Jr. or Blair, James Gathii provides striking evidence of the ?genealogical similarity? between their respective pronouncements on international law.[xvii] No matter the context, each of them rationalised ?European conquest and acquisition of non-European territory and resources?, always buttressed by the self-satisfaction of a just cause.[xviii] Highly racialised and racist arguments, Gathii asserts, effectively sanctioned ?the disregard not only of private property rights, but also of the lives and dignity of [Third World] people.?[xix] Indeed, Blair tactically omits the array of free market policies implemented throughout Iraq post-invasion, all of which have sought to facilitate foreign ownership of domestic resources and prospects, suggesting that economic growth in Iraq does not necessarily indicate improved Iraqi prosperity.[xx]

Liberal Imperialism or A New Legal Order?

The way forward, I admit, is a little murky. International law today is as rife with double standards as it was nearly five centuries ago when Vitoria sought to legitimise colonial conquest. There is, Edward Said remarked, ?always appeal to power and national interest in running the affairs of lesser peoples?.[xxi] Tellingly, a similar view was expressed by Samuel Huntington, hardly a sympathiser with Third World causes, when he described ?[h]ypocrisy, double standards, and ?but nots?? as ?the price of universalist pretensions.?[xxii] While seemingly spoken with a soupcon of contrition, even a cursory read of the text from which this quote was lifted ? Clash of Civilizations ? reveals a more celebratory than remorseful character. Whether or not Blair drew any inspiration from Huntington is uncertain. What is plain as day however is the contribution of Robert Cooper, senior British diplomat and former prime ministerial adviser, to Blair?s thinking.

In the year prior to the Anglo-American coalition invaded Iraq, Cooper published an article in The Observer, a renowned British newspaper, detailing what he termed the new liberal imperialism.[xxiii] Laden with the usual self-congratulatory bluster about benevolence and lifting all boats, Cooper proceeded to celebrate with dizzying candour both the absence of equality in international law and the importance of preserving double-standards:

?The challenge to the postmodern world is to get used to the idea of double standards. Among ourselves, we operate on the basis of laws and open cooperative security. But when dealing with more old-fashioned kinds of states outside the postmodern continent of Europe, we need to revert to the rougher methods of an earlier era ? force, pre-emptive attack, deception, whatever is necessary to deal with those who still live in the nineteenth century world of every state for itself. Among ourselves, we keep the law but when we are operating in the jungle, we must also use the laws of the jungle.?[xxiv]

This article on double standards in international law could have saved both reader(s) and author much time had I opened and closed with Cooper?s statement for it reveals, with far greater persuasiveness than any historical data I can point to, the extent to which liberal legal internationalism is anything but liberal, legal or international. Of course, there is nothing new in Cooper?s proposal. Vitoria?s community of nations, Robert Ward?s standard of civilisation or Blair?s universal values of the human spirit establish, in the words of Brett Bowden, international law?s implication ?in a long-running universalizing Western imperial project.?[xxv] Anghie takes this point a step further ? perhaps to its logical conclusion ? proclaiming international law to be ?mired in the history of subordinating and extinguishing alien cultures.?[xxvi] While these statements may seem overly provocative and potentially anachronistic, when preceded by the pleas of both Cooper and Blair, the indictments read more modern than does international law.

What then, if any, is the way forward? I return to Edward Said, whom I quote at length (with a minor edit), for his appeal captures the essence of Third World aspirations with such eloquence and precision that it deserves to be read and re-read, as well as being wallpapered to Blair?s cell should he every find himself in gaol:

?The world today does not exist as a spectacle about which we can be either pessimistic or optimistic, about which our ?texts? can be either ingenious or boring. All such attitudes involve the deployment of power and interests. To the extent that we see [Blair] both criticizing and reproducing the imperial ideology of his time, to that extent we can characterize our own present attitudes: the projection, or the refusal, of the wish to dominate, the capacity to damn, or the energy to comprehend and engage with other societies, traditions, histories.?[xxvii]

Cooper and Blair, Europe and the United States, the IMF and the World Bank, may want the Third World to beseech their tutelage but such is not always the wish of the Third World, at least not as their wishes have been communicated through the Non-Aligned Movement, the Third World project, the Five Principles of Peaceful Co-existence, the New International Economic Order and sundry Third World political, legal, social, cultural and, indeed, moral movements launched over the decades. While many of these have had their epitaphs written, when considered alongside the brutally chauvinistic thoughts and actions of the First World, no other outcome was indeed possible.

And yet, despite these defeats, the Third World trudges on. The World Social Forum brings people(s) together, the Bolivarian Alliance of the Americas codifies their aspirations and certain Third World nations pursue these aspirations with the resolve that prevailed during the decolonisation era. While Tutu may wish to see Blair hauled before the ICC, we should not expect First World institutions to turn on their patrons. Instead, we should move forward by drawing strength from the leadership of the Third World in its refusal to dominate or to damn and from its courage in seeking to comprehend and engage with others; whether the First World or its international legal instrument is up to such moral aims remains, history evidences, far murkier than the way forward.

Ferrari has already said that it will never make an electric car -- at least, not while Luca di Montezemolo is in charge -- but we already know that a hybrid Ferrari is in the cards. And, this is what will hold it all together. At this year's Paris Auto Show the company rolled out this carbon fiber cage that is the core chassis of the machine. Other than a pledge that the thing will use F1-inspired technology nobody would tell us what it would be called (possibly F70, at least internally) or just when the rest of its components will be bolted on.   3. Chances are, you already have a Google+ Local listing if your business can be found on Google Maps. If so, click on the listing. (If you don?t see your business, you will need to create a Google+ Page, which is similar to a Facebook Page and which you can manage from your Google+ profile.)
  4. Underneath the Google Map and Business Details section of your business, click on Manage Your Page.
  5. You will be asked to provide more information about your business, including operating hours, contact information, other locations, description, categories, and even a place to add up to 10 photos. Most of this information is optional, but the more information you provide, the better your Local listing will look to users and the more likely that your business will show up in search engines. Make sure that you use a consistent business name, address and telephone number. Since the Google+ Local listings are indexed by Google (unlike the old Google Places feature), the search engine will use this information to determine your rankings for the keywords you are targeting. So, for example, if you do HVAC repair in your town, make sure that you include those keywords in your listing.
  6. Verify your listing. Once you complete the information in your listing, you will be required to verify that information, either by phone or via a postcard sent to your address. Either way, you will be provided with a PIN that you will need to input in your Google+ Local dashboard to complete verification of your listing. Don?t skip this step! Without it, your listing will not be verified.

That?s it! Once you?ve verified your listing, you should see your Google+ Local page with all of your updates and photos very soon although according to Google, it could take up to a week to complete the update. However, verification puts your Google+ Local account in Active status immediately, which means you can do everything from push updates to your Google+ Local page (just as you can on your Facebook Page and personal Google+ profile) to respond to user reviews. You can also explore other features offered by Google, including Offers, which allows you to promote and special offers exclusively to Google+ users. It?s currently available at no charge for a limited time to Google+ Local business owners.

Portugal?s Prime Minister Passos Coelho confirmed this Monday the government had scrapped the plan to lower company-paid social security contributions and would compensate the controversial measure with a hike in income tax while stressing the country was fully committed to the bailout programme.

The government met with the social partners ? bosses and trade unions ? this Monday morning to?discuss alternatives to the disputed proposal to increase employee social security contributions while lowering those supported by companies.?Pedro Passos Coelho said the?cabinet?was considering an increase to income tax that would affect workers in both the public and private sectors. For public servants this would mean seeing part or all of one of their two annual bonuses (Christmas or holiday pay) restored, after being scrapped last year. The tax hike would not only be applied to wages but also to capital and property.

EU awaits equivalent measures

The European Union was awaiting the new measures soon, said a European Commission spokesman earlier Monday, adding that the measures should equal ?both in figures and in quality? the revised adjustment plan.

It is for the Portuguese authorities to decide on measures that substantiate both in figures and in quality ? I insist both in figures and in quality ? the agreed fiscal adjustment path as recently revised,? spokesman Olivier Bailly said.

Bailly said the EU was aware of the consultation process with social partners in order to come up with alternatives to the government?s controversial new austerity measures, noting this does not change the overall agreement.

?It doesn?t change the target and it doesn?t change the overall agreement,? the spokesman said, asking the Portuguese authorities to be as quick as possible.

?Of course the Portuguese authorities are well aware of their financial needs and of the necessity to move as soon as possible to have the Eurogroup agree on the next disbursement,? he said.

Economists' surprising election-year request: Raise taxes, please!

In a survey of economists who work mostly for banks and businesses, a majority said some additional tax revenue is needed, along with spending cuts, to reduce the federal budget deficit.

Economists who work for the nation's businesses have a request that sounds off-key in a US election year: Taxes should go higher.

They aren't asking Congress to raise taxes right away, but their argument in a newly released survey is that federal deficits need to be controlled, and that more revenue is part of the answer.

"The vast majority of survey respondents favors some combination of higher taxes and reduced spending to reduce the federal budget deficit," says a report from the National Association for Business Economics (NABE), which conducted the survey in August.

Even President Obama, while calling for higher taxes on high-income Americans, doesn't couch his argument in rhetoric saying "I like higher taxes." He explains that he's been a tax cutter in his first term, but that the richest Americans need to chip in more in tough times.

In the survey of 236 economists, who work mostly for banks and businesses, only one-third said that fiscal policy should be "tightened," as would occur with tax hikes, over the next year. But a majority said policy should become tighter starting in 2014.

When asked "How Should Congress Reduce the Federal Budget Deficit?," participants were asked to pick from among five fiscal policy options. The most common response was "equally with spending cuts and tax increases" (selected by 45 percent), followed by "mostly with spending cuts" (31 percent), "mostly with tax increases" (14 percent), "only with spending cuts (9 percent), and "only with tax increases (1 percent).

On its face, the survey appears to show more support for Obama-style policies than for those advocated by the president's Republican challenger, Mitt Romney. President Obama, after all, has consistently and loudly called for a "balanced" approach that includes both spending cuts and tax hikes.

The survey found 90 percent of respondents supporting some blend of those two methods of reducing deficits, while Romney's espousal of "revenue neutral" tax reform lines up most closely with the 9 percent of economists in the survey who called for "spending cuts only."

At the same time, it's important not to interpret the survey too strongly as an endorsement for Obama from the economics profession.

The results do show a clear skepticism for the no-new-taxes appeal that has become a hallmark of Republican fiscal policy. But they also show a strong tilt toward spending discipline ? a bigger emphasis for Romney than for Obama ? with 40 percent of those surveyed in either the "mostly spending cuts" or "only spending cuts" camps. By contrast, only 15 percent favored mostly or only tax increases.

Survey participants weren't asked whether they would side with a particular political party, candidate, or policy proposal. Both parties have some history of failure when it comes to curbing federal deficits.

Many budget-policy experts are skeptical of whether Republicans, if holding the levers of both Congress and the White House, could really reduce federal spending to 20 percent of gross domestic product, as Romney has called for.

Similarly, on the Democratic side, Obama's tax-increase proposals are arguably more tangible than his spending-cut plans. Journalists at the fact-checking website Politifact assessed Obama's claim to have a plan to "cut our deficits by $4 trillion" during the next decade. Their analysis cited some $1.7 trillion in proposed revenue increases, alongside spending plans that rely heavily on automatic spending cuts in a 2011 law ? a law that is widely viewed as a place holder rather than a long-term plan on spending.

The reluctance among economists to impose budget discipline in 2013 highlights another side of America's dilemma over government: What to do about the so-called "fiscal cliff."

At the end of the year, a large volume of tax cuts are scheduled to expire even as automatic spending cuts kick in. Economists, including those in the survey, worry that such sudden tightening of fiscal policy could cause a recession next year. "A majority of respondents would prefer that both monetary and fiscal policies become more stimulative or remain unchanged in 2013," says the NABE report summarizing the survey.
