Civil grand jury: Dos Palos officers file reports late

The Merced County civil grand jury released findings this week that officers at the Dos Palos Police Department had a track record of filing late reports.

The jury's conclusions about Dos Palos police were contained in its 2011-12 Final Report, which was released to the public Tuesday.

The 19-member grand jury investigated a complaint that stated police reports at the department weren't filed in a timely manner. Generally, according to the department's policies, reports are supposed to be filed at the end of the officer's shift -- unless the officer receives approval from a supervisor to hold the report over.

The jury determined, however, that there were discrepancies between the time the reports were scheduled to be completed and when officers actually completed them. Some of the police reports, according to the grand jury, hadn't been filed even after several weeks or months had passed.

As a result, the jury recommended that the department "implement procedures to ensure that reports are filed timely and according to the agency's policies and procedures."

The report also acknowledged that the department, which has seven sworn officers in a city of about 5,000 people, is small and understaffed.

Dos Palos Police Chief Barry Mann responded to the report Tuesday, saying that he's already implemented procedures to keep reports from lingering.

Mann said officers at the department are now required to fill out a form whenever reports aren't filed at the end of their shifts, with an explanation. Mann said those forms are submitted directly to him for approval.

"Whatever the reason is, they have to give a notice to me on why they didn't complete it, and then I look at it and determine if that was a valid reason or not," Mann said.

Mann said he implemented the new procedure two months ago, and that it appears to be solving the problem. Mann said his decision to implement the new procedures was independent of the grand jury's investigation, after he recognized there was a problem.

"When this (report) came out, and even when (the jury) made their inquiry, it was something we were already working on," he said.

The grand jury investigated the complaint earlier this year, reviewing the department's policies and procedures, 911 call logs and several months of police reports. The grand jury also conducted an inspection of the department in February.

This year's report wasn't the first time Dos Palos police were criticized by the civil grand jury. In 2006, the civil grand jury stated that the department was poorly managed and in total disarray, with police reports missing and more than 200 of them deemed incomplete.

Dan Gaines, foreman of 2011-12 civil grand jury, said he wasn't on the jury six years ago when that scathing report was released.

Despite the lingering issue of untimely reports, Gaines praised the small law enforcement agency. "They're doing well with what they have," Gaines said. "We didn't see any rampant misuse or abuse."

Gaines also spoke positively about Mann, saying that he advocates strongly for additional resources for his department at City Council meetings.

"The police chief was very open to us," he said. "We know he's doing the best he can for his community," Gaines said.

Round 2 goes to Phelps; Franklin denies Coughlin

OMAHA, Neb. (AP) ? Back and forth they went, Michael Phelps and Ryan Lochte turning the U.S. Olympic trials into nothing more than a match race between the world's two greatest swimmers.

They might as well have been the only guys in the pool, their arms whirling furiously, the two of them never more than a few inches apart. Then, at the wall, they thrust out their right arms.

Phelps touched first.

By five-hundredths of a second.

Sending an emphatic message to his biggest rival, Phelps stretched out to win a thrilling 200-meter freestyle Wednesday night, setting up a duel in London that just gets more tantalizing with every race.

"Neither one of us likes to lose," Phelps said. "We're going to have a lot of races like that over the next couple of weeks. That's how it always seems to shake out when we're in the water."

Can't wait until the next one.

Lochte won the 400 individual medley on the opening night of the trials, his third straight major victory over the winningest Olympian ever. But Phelps isn't going down that easily.

He got off to a stronger start that usual, leading at the first turn and holding the advantage through all four laps. Both swimmers got a big boost off the final turn, cutting through the water like missiles, and Lochte went stroke for stroke down the stretch. But Phelps stretched out his right arm at the wall, touching just ahead of Lochte. The winning time was 1 minute, 45.70 seconds.

"I'm glad I got one back," Phelps said. "But we;re going to have a lot more of those"

Phelps' victory was even more impressive given his busy night. He didn't even have time to celebrate, hustling back to the warm-down pool to get ready for the semifinals of the 200 butterfly. He came back 40 minutes later to post the third-fastest qualifying time, moving on to Thursday night's final looking to lock up a chance to defend the gold he won at the last two Olympics.

"I feel old," the 26-year-old Phelps quipped.

Speaking of busy, Missy Franklin left no doubt that she is swimming's next big star with a stunning performance in the 100 backstroke, signaling a changing of the guard in an event Natalie Coughlin captured at the last two Olympics.

Coming back to the pool just 20 minutes after qualifying for the final of the 200 freestyle, the 17-year-old "Missile" chased down Coughlin on the return lap to win with an American record of 58.85.

"I have dreamed of this moment, but I never thought it would come true at 17 years old," Franklin said. "Dreams do come true."

Coughlin got off to a typically strong start and was under world-record pace at the turn. But the 29-year-old couldn't hold off two teenagers. Eighteen-year-old Rachel Bootsma got past the 11-time Olympic medalist, as well, claiming the second Olympic spot in 59.49.

Coughlin was third in 1:00.06 and has only one more chance to make her third Olympic team: the 100 freestyle. She swam over to congratulate Franklin in the middle of the pool, but her chances of making a third straight Olympic team are hanging in the balance.

She hopes to have a shot at winning at least one medal in London, which would pull her even with Jenny Thompson and Dara Torres as the most decorated U.S. female Olympians.

"I did exactly what I needed to do tonight and gave it my best. That's really all you can ask for," Coughlin said. "I have won two golds in that. I am very proud of what I've done in the 100 backstroke and it's time for Missy and Bootsma."

Thompson and Torres each have 12 medals, and the 45-year-old Torres is back trying to make one more Olympic team. She has entered only one event in Omaha and has yet to swim.

Coughlin is down to her last chance in 2012.

"It's not exactly what I was hoping for coming into this," she said. "I'm a little bummed, but not nearly as much as everyone is expecting me to be. You're walking around the pool deck and people are acting like you're dying or something. I have another shot to make the team in the 100 free, and I'm looking forward to that. For the rest of this season, I'm a freestyler."

In another final, Breeja Larson pulled off a huge upset in the 100 breaststroke, beating Rebecca Soni and world-record holder Jessica Hardy. Larson won in 1:05.92, while Soni rallied to get the second spot on the team at 1:05.99.

"Maybe after tonight my dad owes me a steak dinner," said Larson, who is competing in her first trials. "After the steak has settled in, I might believe it."

Hardy finished third ? about a half-second too slow to earn a spot in London. She was eager for redemption after missing out on the 2008 Olympics because of a failed doping test, which resulted in a one-year suspension. An arbitration panel reduced the normal two-year ban, ruling that Hardy was the victim of a tainted supplement.

"It was a great race for me," said Hardy, who still has a shot to make the team in the 100 free. "I think I held it together. I'm happy with it. I gave it a good shot."

Also, Matt Grevers captured the men's 100 backstroke with the second-fastest time ever, 52.08. Nick Thoman finished second in 52.86 to take the second spot on the Olympic team.

"I wanted to for the world record after prelims," said Grevers, who was only 14-hundredths off Aaron Peirsol's mark. "I'm the guy to shoot for now, and I like that."

Lochte said he went out too slow in the beginning of the 200 free, a mistake he intends to correct when he gets to London. Phelps' winning time was nearly 3 seconds slower than his gold-medal effort in Beijing, though that was aided by high-tech bodysuits, which have since been banned by the world governing body.

"We didn't really try to pick it up until, like, the last 75, so I'll save that for the Olympics," said Lochte, whose time was 1:45.75. "I was just really relaxed for the first 125, and then the last 75, I was like, 'All right, now we've got to put it in gear.' So I kind of waited a little late, but I'll take it."

Phelps' coach, Bob Bowman, said Phelps and Lochte were so concerned with racing each other "that they forgot to go fast." Phelps actually posted a faster time in a Grand Prix meet this year.

"When we're next to each other, we sort of play cat-and-mouse," Phelps said. "We like to see what each other does ... then put every ounce of energy into the last 50."

They'll have one more showdown in Omaha, facing off in the 200 individual medley. Then it's off to the meet that really matters, where Phelps is plotting another eight-event program in what he says will be his final Olympics, giving him a chance to match his record performance four years ago.

Lochte is standing in the way this time.

"I love racing against him," the Floridian said. "It was really fun."

YouTube for Android 40 ends buffering on your favorite videos with precaching, adds remote

As Google I/O 2012 rolls along, the YouTube team is updating its Android app to v4.0 with a load of new features, but you'll need Android 4.0+ to take advantage of them (at least for now, see below). Available in 47 countries, the new app brings a brand new UI with support for channels that reflects the redesign rolled out on the website last year (not the circle-centric look that it is testing with a select few), and it can precache videos from your favorite channels for viewing later. All you have to do is select "preload" in the setting menu and it will pull down videos from your subscriptions and Watch Later queue when plugged in and on WiFi. To actually view them later you will still need to be online, but they'll load instantly from the device's storage instead of streaming.

Another new feature is integrated remote functionality to control playback on connected TVs and other devices. This apparently extends to more than just Google TV, as we're told to "expect more updates later" on how this feature will become broadly available. If you're not rocking the latest Android software don't freak out yet, as the team indicates these features will come to more devices later. Developers should be excited too as there's a slew of new YouTube APIs available, hit the source links below to check them out or download the app yourself.

(AP) ? Beat it, Beckham.

That was essentially the message given former England captain David Beckham, who was told he failed to make the British soccer team for the London Olympics ? the very games he helped secure for his country.

One of the most recognizable sportsmen in the world, Beckham seemed a certainty after making the 35-man shortlist but was informed by coach Stuart Pearce on Wednesday night that he had not made the final squad. There are only three places allowed for players over the age of 23.

"Everyone knows how much playing for my country has always meant to me, so I would have been honored to have been part of this unique Team GB squad," the 37-year-old Beckham said in a statement Thursday. "Naturally I am very disappointed, but there will be no bigger supporter of the team than me. And like everyone, I will be hoping they can win the gold."

London organizing chairman Sebastian Coe praised Beckham's commitment to London since it won the bid in 2005 and indicated there could still be a role for him at the Olympics, though not in a sporting capacity.

"David has been an extraordinary supporter, probably our No. 1 supporter, of the games from the very beginning and is keen to continue his enthusiastic support right to the end," Coe said.

"He really gets this. He is from east London and knows how important the games and sport are to young people. He is a great role model and we are lucky to have such an advocate. I will be talking to him about a games-time role."

British bookmaker Ladbrokes slashed the odds on Beckham being given the honor of lighting the Olympic flame at the July 27 opening ceremony, making him 5-1. Five-time rowing gold medalist Steve Redgrave is the 1-2 favorite.

For his part, Beckham has so far only said he hopes to attend the Olympics and support the 550-strong British team.

"As a Londoner, I will have been really proud to have played a small part in bringing the Olympics to my home town as part of Seb's team, and I can't wait for the games to begin and enjoy every moment along with the rest of Great Britain," Beckham said.

The British Olympic Association said it had not yet been informed by the English Football Association, which is running the team, that Beckham had been snubbed by Pearce. The coach was in the United States to assess Beckham's form and fitness as a Major League Soccer midfielder for the Los Angeles Galaxy.

"We are expecting the list no later than the early part of next week," the BOA said in a statement.

The decision by Pearce almost certainly spells the end of Beckham's career representing his country, having made 115 England appearances ? a record for an outfield player ? with the last coming in 2009.

It also denies Beckham a chance to be reunited with his former Manchester United teammate Ryan Giggs on the international stage when Britain fields its first Olympic football team since 1960.

Giggs, fellow Welshman Craig Bellamy and English defender Micah Richards will be the overage players on the squad, a person familiar with the situation said. He spoke on condition of anonymity because team details haven't been released.

It appears Beckham lost his place to the 24-year-old Richards, who plays for Manchester City and will provide extra defensive cover after missing out on England's European Championship squad.

The 32-year-old Bellamy is a forward at Liverpool who, like Giggs and Richards, has never appeared at a major international football tournament.

Britain plays its opening match against Senegal at Old Trafford on July 26, faces the United Arab Emirates three days later at Wembley and Uruguay on Aug. 1 at the Millennium Stadium.

Britain has not fielded an Olympic soccer team since 1960 because Scotland, Wales and Northern Ireland feared losing their independence within FIFA. The world body has assured the federations that their status won't be affected by participating in the 16-team competition at the London Games.

Pest treatment should not be considered as an optional home improvement service; rather it should be taken as a serious compulsory work. If you are located at Canberra, getting the help of the Pest Control Canberra service provider regularly at least once in two months can ensure maximum protection to your home against any form of bugs. With regular activities, you will not only prevent dreaded pest creeping around your home, but will also ensure a health and clean home.

When a professional service provider is invited regularly, he can clearly identify the structural damage that can be caused by the pests well in advance in such a way that your building can be protected. Even though, most of the pests do not cause structural damage to the building, some of them can create problems in the electrical wiring of the home and some might cause some diseases to the incumbents of your home. Here are the reasons for considering the help of a pest control service provider regularly:

Early detection of problems created by pests: Most of the rodents and bugs reproduce rapidly once they have found a suitable place in your home thereby causing a snowball effect in the home. When seeking the help of a professional pest control firm, the firm will be sending a professional who can stop the pest infestations from growing and in addition to solving the existing pest problem; they can also identify the potential pest problems and can wade off the pests even before they enter into your home.

Prevention of fire accidents: Some of the gnawing mammals like hamsters, squirrels and rats, otherwise called as Rodents chew items for preventing their teeth from growing. If these rodents do not chew something, their teeth will grow to a length that would prevent them from eating. Therefore, these living organisms always look for some materials to chew and so there are chances that they damage the electrical settings in the home thereby exposing the home to electrical shocks resulting in fire accidents. Only a professional Pest Control Canberra service provider can protect your home and other property from rodents with the help of some techniques and they can also prevent the entry of rodents by using some equipment like door closes, steel wool, aluminum sheeting, bird wire, etc...

These professional firms can also offer other services like prevention of diseases and they can eliminate the risk of structural damage to the home caused by some types of pests.

Effective pest control services are available in the market that not only control the growth of pests but also eliminates their infestation to the core. Cargill to Build Feed Mill in Bovina Texas

US - Cargill is to build a new plant in Bovina, Texas for various feed product production including speciality feeds.

The facility will be located on an adjoining property to an existing Cargill Cattle Feeders (CCF) location.

?We are very excited about the possibilities for serving the growing livestock market from this location in Bovina,? said Mike Lewis, vice president, Feed, Cargill Corn Milling North America.

?This is a very progressive, growth-oriented community. And it?s in the heart of one of the biggest cattle feeding regions in the world.?

Cargill?s Sweet Bran? feed product, which will be produc ed at the mill, is a highly palatable corn milling feed product that drives more consistent and greater energy intake in feedlot and dairy cattle resulting in increased production of meat or milk at a lower cost. RAMP is a complete starter feed product designed for commercial cattle feeding operations which makes starting cattle easier and results in improved performance.

?We are extremely pleased that Cargill has chosen Bovina for this investment,? said Frank Gonzalez, Mayor of Bovina.

?Our community leaders recognise the value of having Cargill as a partner in our community and in our economy. They have one existing facility here now, and have proven themselves to be good neighbors and good corporate citizens. We very much look forward to continuing the relationship.?

The facility is expected to bring 37 full-time jobs to the community, along with contractors. Construction is expected to begin in August 2012 and is scheduled to be completed sometime in late summer 2013.

VA may help more wounded veterans get insurance - Army News ...

http://www.armytimes.com/news/2012/06/military-veterans-may-get-more-time-to-decide-on-insurance-062612w/

By Karen Jowers - Staff writer
Posted : Tuesday Jun 26, 2012 13:12:02 EDT

The Veterans Affairs Department is proposing a rule change that may make it easier for more disabled veterans to get life insurance.

Currently, those leaving the military who want to convert their Servicemembers Group Life Insurance policy to a Veterans Group Life Insurance policy are given 120 days after separation to sign up for VGLI ? no questions asked and nothing further required.

But if they wait longer than 120 days, they can?t get a VGLI policy without providing proof, such as a physical exam, that they are healthy enough to be insured. That can be a high hurdle for service-disabled veterans, many of whom can?t get insured elsewhere if they?re shut out of VGLI.

That could change soon. In Monday?s Federal Register, VA has proposed a rule change extending that 120-day window where vets can simply sign up, no proof of insurability required, to 240 days.

The total eligibility time would not increase ? veterans would still have 1 year and 120 days to apply for VGLI. The only thing that would be longer is the period when vets can sign up for VGLI and be automatically accepted.

Joe Violante, national legislative director for Disabled American Veterans, described the proposal as a ?great move on VA?s part.?

?Transferring from military [life] back into civilian life is difficult enough, especially finding a job, a home and just the readjustment,? Violante said. ?This will allow the veteran to re-establish him or herself before making the choice to convert their life insurance. Hopefully, VA will notify the veteran about the choice before the period to convert expires.?

VA, which is responsible for the SGLI and VGLI programs, contends that in the initial 120 days after leaving active duty, many veterans haven?t had enough time to assess their life insurance needs. More time before determining insurability would give VA Insurance outreach services more opportunity to discuss coverage with these veterans.

While VGLI may be more expensive than many other life insurance policies, it is especially helpful for veterans with service-connected disabilities who may have difficulty getting insurance elsewhere. For some of the most disabled veterans, other commercial coverage is not possible.

Formal comments about this proposed rule can be submitted through July 25.

Interested in Buying a Foreclosed Home? Here's What You Should ...

As prospective homebuyers look for deals, they?re becoming increasingly interested in foreclosed homes.? In fact, 20 percent of all sales in April were foreclosure re-sales.

Interested in buying a foreclosed home? Here?s what you bargain hunters need to know:

Where to buy

Even though the national foreclosure rate appears to have peaked (In April, the number of foreclosures was down almost 3 percent from a year ago), a tide of new foreclosures continues to plague the beleaguered housing market. Naturally, the regions with the most foreclosures ? to date ? are the ones worst affected by the housing crisis: places like Atlanta, Sacramento, Miami, Las Vegas (The ?poster child? of the housing crisis ? prices dropped over 60% from the peak in 2006), and Riverside, California areas, where 14.75 out of 10,000 homes were foreclosed in April.

How to buy

While you can buy directly from the owner before they?re officially foreclosed on, or dare to try your hand among the seasoned, fast-moving, competitive investors at an auction, it?s safer ? and easier ? to find homes that are owned by the bank (or ?REO,? which is industry lingo for real-estate owned). You can inspect the home before you purchase it (This is important, as foreclosed homes are generally sold ?as is? and may need significant repairs ? something you?re going to need to budget for), and you can mortgage your purchase (be sure to secure your financing in advance as it?s a competitive, and fast-moving market).? Furthermore, former homeowners are out of the picture at this point so you won?t have to evict them. And you can be reasonably sure that the property?s title is free of liens, because the bank will typically perform an extensive title search before listing the home for sale.

What to expect

Working with a real estate agent who specializes in foreclosures can be a huge time-saver, but you should pack your patience anyway as there may be unexpected challenges and road bumps along the way.? Also ? while you can expect significant savings (in some markets, upwards of 40%, compared to non-distressed/non-foreclosed properties), remember that a bargain price ? with virtually no room for negotiation, by the way, so don?t bother with a lowball offer ? doesn?t make up for a $30,000 roof repair, active termites or other high cost issues.?? Pay for a complete home inspection and back out of the deal if the problems are too significant.

ALMA reveals constituent of a galaxy at 12.4 billion light-years away

ScienceDaily (June 27, 2012) ? How and when did galaxies with hundreds of billions of stars form and evolve? The sun, which is the center of the solar system in which we live, is also only one of the countless stars contained within a galaxy. In brief, it can be said that we need to understand the evolution of galaxies to understand the world we live in.

One of the most effective methods of studying galaxy evolution is "element investigation." In short, this involves investigating the chemical composition of galaxies. In astronomy, observing distant galaxies means investigating galaxies in the past universe (*). In fact, constituents of galaxies at various periods of the universe have been studied by visible light observations of distant galaxies using optical telescopes such as the Subaru Telescope.

However, galaxies in the phase of active star formation are covered in large amounts of dust which block visible light. Furthermore, for galaxy constituent investigation, it is necessary to observe very dark galaxies located at extreme distances. For these reasons, it has been difficult to investigate chemical composition of active star-forming galaxies at a great distance with visible light observations.

*This is because the velocity of electromagnetic waves such as visible light and radio wave, or the speed of light, is finite (approximately 0.3 million km per second). It takes time for the light to reach us and the light carries the information of celestial objects at the time when the light itself was emitted, then we can obtain the information of the past.

Conception of This Research

Tohru Nagao (Kyoto University), who heads the research team, explains that "We focused attention on millimeter waves, the radio waves with the wavelength of about 1 mm, with which we could study galaxies without being blocked even if there was a lot of dust, and decided to observe galaxies called "submillimeter galaxies" which have intense star formation activity in the process of evolving."

However, actual observation is not easy. In order to derive the galaxies' elemental abundances, it is necessary to detect emission lines emitted by multiple elements and examine their strength ratio. To detect the weak signals, high sensitivity is inevitably necessary. Last year, the research team observed a sub-millimeter galaxy called "LESS J033229.4-275619 (abbreviated to LESS J0332 hereafter)" that is about 12.4 billion light-years away from Earth in the direction of the constellation Fornax using the APEX telescope operated by the European Southern Observatory, and successfully detected a carbon emission line. However, due to the lack of sensitivity of the existing millimeter-wave telescopes, they have been unable to detect any emission lines except from carbon atom and carbon-bearing molecules. This is because carbon is one of the abundant elements in the universe and the emission lines from carbon atom or carbon-bearing molecules are rather stronger than those from other elements, in general. Therefore they could not investigate the constituents of this galaxy.

ALMA, the international radio astronomy observatory under construction in the Chilean Andes, has solved this sensitivity problem . Tohru Nagao and other staff proposed observing a nitrogen emission line from the sub-millimeter galaxy LESS J0332 with ALMA and comparing it with the already detected carbon emission line. More than 900 proposals from around the globe were submitted to ALMA for its first scientific observation period and reviewed by experts in various astronomical fields. The team led by Nagao finally won the ALMA observation time by surviving the competition with the oversubscription rate of nine.

Observations with ALMA

Observations were intermittently carried out from October 2011 to January 2012. Consequently, an emission line from nitrogen in the galaxy LESS J0332 was successfully detected.

As seen in the numbers shown at the vertical-axis, the brightness of the nitrogen emission line was less than one tenth of the brightness of the carbon emission line. The total observation time was 14.5 hours for detection of the carbon emission line with APEX. On the other hand, the total observation time with ALMA was only 3.6 hours to detect the weak nitrogen emission. From this, it is clear that ALMA already has quite high sensitivity, even though construction is not yet completed; only 18 antennas were used in this observation, while ALMA will be equipped with 66 antennas when completed.

Nagao, the project leader, said that "At first, I thought this observation would be very hard because the originally expected strength of the nitrogen emission line was very weak. So, I was very excited to find a clear nitrogen emission line. The power of ALMA overwhelmed me." Hatsukade, one of the research staff and an expert in millimeter-wave observations, commented, "I was very surprised with the excellent sensitivity of ALMA. ALMA has more antennas than conventional interferometers for millimeter/submillimeter waves so its images are less likely to be artificially influenced. Therefore, it was possible to get very clear images even in such a short time of observation. It would not have been possible to get these results without ALMA."

Element Investigation of a Galaxy at about 12.4 Billion Light-Years Away

The research team analyzed the element abundance of LESS J0332, comparing the brightness ratio of the observed emission lines from nitrogen and carbon with theoretical calculations. The results show that the elemental composition of LESS J0332, especially the abundance of nitrogen, is significantly different from that of the universe immediately after the Big Bang (consisting of almost only hydrogen and helium), but rather similar to that of the sun in the current universe (in which a variety of elements exist abundantly). It took 12.4 billion years for the emission lines from LESS J0332 to reach us, which means that we observe the galaxy located in the young universe at 1.3 billion light years after the Big Bang. "Submillimeter galaxies are thought to be relatively massive galaxies in the growth phase. Our research, revealing that LESS J0332 already has an elemental composition similar to the sun, shows us that the chemical evolution of these massive galaxies occurred rapidly made in the early universe, that is to say, in the early universe active star formation occurred for a short period of time," said Nagao, explaining the significance of the findings.

(AP) ? Were they booing the president? Or were they "Youuuk-ing" him?

In a sensitive campaign season where every headline matters, it depends on who is doing the construuu-ing.

Let's start with President Barack Obama, who was working for votes on Monday in Boston, the home territory of Republican rival Mitt Romney.

As he was just getting warmed up in a campaign speech, Obama uncorked something of a wild pitch.

He jokingly thanked the city for trading Kevin Youkilis ? a gritty, beloved, core player for the Boston Red Sox for years ? to Obama's hometown Chicago White Sox this week.

The crowd began booing, in a loud but seemingly good-natured, defend-our-team kind of way.

"I'm just saying," a smiling Obama told the audience at Symphony Hall. "I didn't think I'd get any boos out of here. I guess I should not have brought up baseball. My mistake."

When Obama ended the riff by conceding, "You've got to know your crowd," he was rewarded with some laughter.

Someone helped him recover by shouting from the crowd, "We still love you!"

Not so fast, according to Romney's camp.

In a daily email blast to reporters on Tuesday, Romney press secretary Andrea Saul led off by accusing Obama of having taunted Red Sox fans. She lumped it in with some of the most gut-wrenching setbacks in Red Sox history.

"Maybe the president should have congratulated the team for winning the World Series in 2004 and 2007," she wrote. "Instead, he chose to mock them for trading away one of its favorite players at a time when the team is struggling."

(Actually, the team has a winning record and has won seven of its last 10 games.)

Lest a negative story go unchallenged, enter Jay Carney, the White House press secretary and a big Red Sox fan.

Unprompted, Carney told reporters traveling with the president that there had been some "really silly reporting" about the episode.

He commended his boss for refusing to cater to Red Sox Nation and gently chided those who couldn't tell a diss of the president from the calling of a player's nickname.

"Anyone who knows Boston, and anyone who was in that room last night knows that the preponderance of people shouting in response to what the president said about Kevin Youkilis were saying 'Yoooouk' and not 'Booo,' for God's sake," Carney said.

As the debate moved to Twitter, the White House was not letting go.

Let's have some clarity, Carney tweeted: "Some booed. Others, like me, cried 'Yoooouk!' in sad memoriam."

White House communications director Dan Pfeiffer couldn't resist taking a shot at the media about the whole incident.

He said the general reaction from the press was to depict the moment as a gaffe for Obama when in fact, he said, the president stood by his team ? the White Sox ? and refused to pander to the home crowd.

"True sports fans understand loyalty," Pfeiffer tweeted.

Oh, and Youkilis?

The new White Sox third baseman told reporters that he and his family got a kick out of Obama's comments.

"It's probably a better way to get mentioned by the president than other ways," he said. "So that's a good thing."

Tips and Tricks for Superior Business Management | Learn to Grow ...

Working Toward Results Oriented Business Management Practices

You should always consider business management practices that lead to positive results for your corporation. Business managers are always looking for ways to improve. It is silly how absurd people can be when discussing this topic, as if they know what they?re talking about. Getting the right ideas and managers into place is something that is time-consuming and costs a great deal of money. Studies have shown that paying more for the best talent will bring a high ROI, all things considered. All companies have to bite the bullet and make tough decisions like this. Any manager that is focused only on making profits for the company may actually lose opportunities along the way. Socrates Theme

What you will find about people in general is they will gladly accept more responsibility just as long as it is seen to be fair. There will always be those who will only complain about it, but they tend to complain about everything. The best way to handle this is to be as open and as honest as possible about the things you want your department to actually accomplish. You need to let people know that there is more involved than you getting a bonus. You can?t expect them to help you out simply to keep their jobs. You need to create a sense of shared goals between you and your department. GPS Forex Robot

It is quite common for managers to not want to fess up when they?ve made mistakes. But trying to cover for themselves won?t fool anybody. It is an adult workforce and they are all smart enough to see what you?re trying to do. You can actually do quite a lot for your reputation and your credibility when you call a spade a spade and own up to the mistakes that you have made.

When you do this, people are going to believe that you are open, honest and courageous. It will take time to realize it but the effect you have is going to be huge and far reaching. But their performance and overall attitude will improve. Eye Floaters No More

A lot of managers want to be perceived as good people and feel the need to be liked. A manager, though, must have a certain degree of professional aloofness. There?s a good chance you have seen occasions when a manager has allowed themselves to get too close and there have been problems. If you form a closer relationship with one person in the department, then others might be upset. You could also find yourself in a situation where you have to discipline that person which will lead to huge pressure. You can be very cordial and polite in a way that is warm but not inappropriate. Without a doubt, what you have just read in regard to successful business management principles are utilized by some of the best companies in the industry. By the simply putting these into practice, you can find a solution for your problem regardless of the situation that you are facing. You will have to tailor your approaches for your own business, more than likely.

Nakia Hill: My First Day at NABJ - 2012

I arrived in New Orleans safely on Wednesday, but caught a bad case of jet lag after my six
hour trip from Boston. I missed a majority--okay, I missed all of the NABJ events on the first
night. My 30 minute nap, which turned into four hours caused me to miss Vice President Joe
Biden speak and soultress Melanie Fiona perform. I did get a taste of the Big Easy's night life as
I hung out on Bourbon Street and ate jambalaya at Coop's Place on Decatur Street.

I redeemed myself on Thursday morning as I dived head first into the NABJ convention bright
and early in the morning. The opening ceremony began with a Second Line brass band full of
local youth and adult dancers dressed in yellow and black costumes and blackface. Greg Lee,
NABJ president and his board members danced behind the band holding up colorful umbrellas.
The live music invoked the New Orleans celebratory spirit and kicked off the beginning of an
amazing first day at the convention.

During the opening ceremony, NABJ chapters and members were honored. Of course, Howard
University won the award for student NABJ chapter of the year (Go BISON!). The ballroom
was flooded with seasoned professionals from my former supervisor Sheila Brooks, founder,
president and CEO of SRB Communications to BET's own Debra Lee who I sat three rows
in front of me. As I sat in my seat taking notes on my iPad. I could not help but to soak in the
experience. I looked down at my lap to reflect and noticed that I had a huge grease-like stain
on the hem of my brand new Rachel Roy dress. I guess I missed the smeared clear lip gloss
on the back of my iPad case. The girlie girl in me said, rush home and change, but the hustler
in me said, charge it to the game. So, I sat there and thought about how much journalism has
been the air that I breathed for many years. It was an honor to be attending the convention with
thousands of members that shared the same passion as me. I was proud to be who I was--black
and a journalist.

After the awards were giving out, Reverend Al.Sharpton spoke about his involvement in the
Trayvon Martin case. Sharpton (who shed a ton of pounds) dismissed the notion that his
involvement changed the discourse in the case. He said, "People don't call you to hide their
problem. They call you to expose their problem." In my opinion, Sharpton's involvement was the
match that lit the fire in the Trayvon Martin case. I think people tend to forget the "Reverend" in
front of Mr. Sharpton's name. He started off as an activist not a journalist, so does he need to
be objective post his current position as MSNBC Commentator, maybe, but to what extent? It's
an unspoken truth in the black community that when Rev. Al Sharpton is called marches spread
across the nation like wildfire and attention is drawn to the issue at hand.

Following Al Sharpton, Trayvon Martin's somber parents and lawyers sat on a panel and talked
about the importance of black journalists and the coverage of their son in the media. Ben
Crump, Trayvon Martin's family attorney said, "We were begging the media to look at the facts."
Sybrina Fulton, mother of Trayvon Martin said she was disappointed at some of the medias
coverage of her son's death. Tears welled in her as she said, "It wasn't news to me, it was
my life." The room grew silent as she passed the microphone to her lawyer. After Trayvon's
parents and lawyers left the stage, a panel of black journalists who have been following the
case discussed their role in covering a case objectively despite it being so close to home. I
could relate to what the panelists were discussing because I pitched the story to a conservative
national publication that I was interning for at the time. I knew the story would be huge, but
being the only black woman in the newsroom I didn't want to seem too invested in the case,
but I knew Trayvon Martin's story was beyond newsworthy. I pitched it and wrote an op-ed piece about how Trayvon Martin could have been my brother and received a lot of interesting
comments from some readers. Daralene Jones, General Assignment Reporter, WFTV-Orlando
who broke the story in Florida said she received emails from readers throwing racist slurs at her
like they were compliments. After hearing everyone's personal connection to Trayvon Martin's
story I just hoped that Trayvon's family felt the support of black journalists.

After the opening ceremony, I attended a panel discussion on branding yourself and cutting
through the media clutter. The panel featured journalists Natalie McNeal, Personal Finance
Journalist and the woman behind Frugalista.com, the lovely Corynne L. Corbertt (I love her!
), Beauty Editor at Essence, Bomani Jones, Sports Personality, and many more. Although i've
heard it all before about branding yourself as a professional, hearing people who have been
there and done that offer advice about how they made their brand work for themselves never
gets old. They advised the attentive group of budding and seasoned journalists to put more time
into branding ourselves. So, if you have a blog spend as much time and money into perfecting
that blog. They also said to know who your audience is going to be, so if you sell peas, sell peas
to that distinct audience who is gong ho about that green goodness.

I left the panel fired up and hungry, so I headed to Johnny Po'boys. As I walked down the street,
I noticed Trayvon Martin's parents standing outside of Morton's Steakhouse on Canal Street. I
stopped, introduced myself, and extended my condolences to their family. I tried to hold back
the tears as I told them about the piece I wrote concerning their son. I reassured them that there
are good journalists out there and went on my way.

I had a shrimp Po'boy sandwich and the best seafood gumbo from Johnny' Po'boys (i'm still
drooling as I type). My hotel was in the heart of the French Quarter, so finding a place to eat
was a no brainer. After lunch, I changed my stained dressed (Oh, I pray the cleaners can fix
that) and headed back to the Hilton where the convention took place. I attended the Convention
Chairman's reception and hopped right in line to take a photo with Marsha Ambrosius and
Trombone player Jeff Bradshaw (He has played Trombone for Jill Scott and Jay-Z). Yes, you
read right, Ms. Ambrosius was there in the flesh and she was the sweetest person ever. It's
nice to meet artists who are down to earth. She attended the reception to support the With Art
Philadelphia program. The event was open bar, but I kept it strictly professional and sipped on
my virgin Shirley Temple.

My first night at the NABJ convention was beyond a success. I forgot to mention that I handed
out a ton of business cards and exchanged contacts with some big industry names. I'm looking
forward to seeing what the rest of the weekend has in store.

DISCUSSION:

Interview Time Index (MM:SS) and Topic

:00:48:
As a DARPA PI in the 90's, what is the impact you see of your research and your patent?
"....Our research advanced the state of the art of: Software Architecture....Architecture Description Languages and Module Composition Languages....Domain Analysis....My patent: System for Identifying and Linking Domain Information using a Parsing Process to Identity Keywords and Phrases, demonstrated how, using statistical methods, commonality in multiple documents could be automatically identified and cross-referenced by adding hyperlinks...."

:02:30:
Will, what are additional top areas of your research that have had lasting impact, and can you share some lessons from these areas?
"....My most significant research contributions were in the areas of what was then called Software Reuse....Lessons: Software reuse not only saves development costs, but it saves maintenance costs....Patterns are a form of design reuse...."

:05:37:
Will overviews his past industry roles and explains how he succeeded in each role.
"....If I understand the question, I can talk about some of the challenges or opportunities in my 38 year career that spanned 4 technology areas: Real time embedded software, micro programming, micro architecture, software architecture and enterprise architecture...."

:10:10:
You talked about your work with the ACM and the ACM Professional Development Committee and you helped establish the webinar series. How are you going to further contribute on the webinar side?
"....I would point out to our listeners that those webinars are currently open to the entire community. You don't have to be a member of ACM to listen to them and they are a valuable resource and of interest to keep your finger on the pulse of technology...."

:11:57:
What best practices can you share from your experiences with enterprise architecture?
"....I would say while having a robust enterprise architecture and realistic IT portfolio management plan is important, delivering more capability is not as important as delivering it well, and that one needs to focus on the other "ilities": usability, scalability, security, maintainability. etc...."

:14:03:
What best practices can you share from your experiences with software engineering?
"....Test driven development....Design patterns and anti-patterns (form of design reuse)....Design for change (software sustainability)...."

:16:58:
How has your background in microprogramming and microarchitecture influenced your thinking into the future?
"....I believe it has been an advantage for me to have a deep understanding of computers and information technology from the silicon level on up to SOAP and Enterprise Services....The second benefit was my involvement in professional society activities and realizing the importance of networking at conferences...."

:19:22:
What have we missed from your extensive background?
"....Probably my warped sense of humor, you have to have a sense of humor to survive....An example of humor? In my book "Confessions of a Used Program Salesman" I state the reason I named my daughter Meg was that she is worth a million...."

:22:43:
You have been the editor of ACM SIGSOFT Software Engineering Notes for 18 years ? what have you seen that has changed?
"....On the positive side, the production process has changed a lot....On the negative side, there has been an increase in plagiarism...."

:25:51:
What notable software engineering best practices can you highlight from ACM SIGSOFT Software Engineering Notes?
"....The best place to look for best practices in Software Engineering Notes would be in the 'Surfing the Net' column....The next best place to get advice is from our Front Line columnist, Mike Wing....If you want to learn about Security and Safety best practices, read Peter Neumann's Risk column...."

:27:53:
Your book "Confessions of a Used Program Salesmen" contains some rather humorous perspectives on Software Engineering ? what has changed in the 15 years since it was published?
"....Software reuse lives on, reincarnated as Component-based Software development, augmented by Aspect-oriented programming, and aided by Service Oriented Architecture and Open Source Software components and frameworks....In my not so humble opinion, the biggest advance to making reuse a reality was SOAP (Simple Object Access Protocol), which relies on XML, of course...."

:30:18:
Let's focus on your role as General Chair ACM SIGSOFT FSE 2012. How will you measure success and what is the value to participants?
"....My personal goal is to encourage student participation, especially from the students at the University of North Carolina at Chapel Hill, Duke, and North Carolina State which are all located close by. Also, I am reducing the registration fee for students significantly to assure that they can reap the benefits of witnessing the future directions of Software Engineering Research....The keynote speaker is going to be one of the Software Architects from the IBM Watson project...."

:32:17:
Can you overview your other non-profit contribution roles and some lessons you can share from each of these roles?
"....Rochester Institute of Technology Software Engineering Department Industry Advisory Board....Software Engineering Institute's Technical Advisory Board....Member of the ACM Professional Development Committee...."

:34:54:
Why should computing professionals utilize the ACM Learning Center: ACM Tech Packs, ACM Learning Paths and attend ACM Webinars?
"....In order to be competitive and innovative, you need to do a personal technology refresh yearly, free of the marketing hype, and one of the best ways to do it is to take advantage of the resources in the ACM Learning Center...."

:36:10:
Can you differentiate what Tech Packs are versus Learning Paths and Webinars?
"....Tech Packs are an annotated bibliography. It provides the user with a set of resources to self-familiarize yourself or self learn on a particular topic....The Learning Paths are more focused on a programming language. They are a resource that shows you where (on the web) to pick up courses or self learn....Webinars provide the professional with the opportunity to subscribe for realtime (where you actually listen to the speaker) and have the opportunity to interact by asking questions...."

:38:28:
You have 4 degrees: Math, Computer Science, Computer Engineering, and Electrical Engineering. How has that helped you in your career and what would you have added?
"....Investing as much time as I did in these disciplines has helped me understand the big picture and better prepared me to communicate, to define and express requirements, do technology trade-offs, perform analysis, and provide solutions to some challenging, multi-dimensional/multi-faceted system and software engineering problems...."

:39:39:
Which one of those degrees do you think provided the greatest challenges and which one provided the greatest opportunities for you?
"....If I had to do it over again I would have put the Electrical Engineering earlier in the process; that was the most challenging....As far as rewarding, when you spend so much time in the classroom there were programs and classes in each of those universities that I really liked and had longstanding payback. What comes to mind is a course that had to do with communications protocol and networking...."

:41:53:
In all of your past roles, what were the biggest challenges, and their solutions?
"....Biggest challenge: balancing personal life with work responsibilities....Non-technical: organizational change management....Technical: separating reality from marketing hype in evaluating vendor products...."

:45:59:
You were responsible for evaluating new technology and its applications. From this experience, provide your predictions of some future IT trends and their implications/opportunities?
"....Computation in the Cloud....Heuristic Analysis Techniques for Big Data....Open Source Software....Self-Adaptive ? Self-Aware ? Self-Healing Systems of Systems....Progress, better tools for Automated Program Analysis...."

:50:33:
Do you foresee particularly disruptive innovations?
"....I will speculate for IT....Complex Event-Driven Computing....The introduction of new innovative Software Services that can be used to provide new capabilities in virtual reality....Quantum Computing...."

:53:00:
What are your thoughts on computing as a recognized profession with demonstrated professional development, adherence to a code of ethics, and recognized non-licensing based credentials? [See www.ipthree.org and the Global Industry Council,? http://www.ipthree.org/about-ip3/global-advisory-council]
"....I commend the goals of the International Professional Practice Partnership (IP3) and the ACM and IEEE-Computer Society on their code of ethics and what they are trying to do to raise the standards for professionalism....The bottom line is that having a legal system and public opinion that demands quality is the only way things are going to change...."

:55:50:
Will shares his deep insights and provides his candid thoughts on emerging technologies from the perspective of a CIO versus a CTO. (The perspectives are in 5 areas: Technology to grow revenue versus technology to increase efficiencies - The impact of business driving the technology decision - Technology perspectives from the customer's point of view - Are CIO's becoming the chief innovation officers? - What are some other hot topics?)

:01:00:28:
You are a professional musician. In your opinion, how does music and technology complement each other?
"....When it comes to creating an enterprise architecture, one needs to understand how to create harmony across all components in order to integrate them smoothly (just like an orchestra is made up of many instruments and the conductor must keep the musicians working in harmony)...."

:01:04:40:
From your extensive speaking, travels, and work, please share three stories (amusing, surprising, unexpected, amazing).
"....In the middle of a lecture I noticed people ducking under tables and the chandelier swinging back and forth. I was oblivious to the fact that we were experiencing an earthquake, but obviously the attendees noticed...."

:01:07:38:
If you were doing this interview, what questions would you ask and then what would be your answers?
"....What advice do you have for managers?....What advice do you have for software vendors?.....What advice do you have for software developers?...."
